After reviewing your concern, I understand that you have submitted a ticket for an upgrade to the Google Ads API developer token and did not receive a response. Also, you have an issue while creating a sub account in your Google Ads test manager account. 

With regard to your concern about the developer token access application, kindly note that the access requests are handled by the Google Ads API Compliance team. So, before we transfer the case to the Ads API Compliance team, kindly provide the following information:
  • Google Ads Manager Account (MCC) ID
  • Case ID generated from the compliance team in the format 0-0###########0 (if there is any generated)
  • Access level applied (Basic or Standard access)
Also, regarding your issue with the test account, I have already raised this issue with the rest of our team and one of my teammates will get back to you once we have an update. Meanwhile, your patience is highly appreciated.

You can create a test customer account through the API
