As for your question (Can my developer token be used to access other manager accounts?), please note that the developer token only allows your app to connect to the Google Ads API and this doesn't involve any account related access.

Access is determined by the OAuth2 credentials. To elaborate, if the user / email address used to generate the credentials has access to the top most MCC, then it can access all sub accounts using those credentials. If the user /email address only has access to a specific client account, then that credential can only be used to authenticate API requests to only that client account. In addition, you can manage access via this guide.
