AdwordsUserListService and Youtube Rule based lists

I actually attempted to post earlier and my post is not showing up currently so I apologize if this is a duplicated question - 

I am attempted to create a UserList, that is Rule Based - the rule being that the user has "Viewed certain video(s) as ad(s)" as specified in the api.  I do not see any documentation or examples for this type of UserList.

Additionally, if I create one via the UI, and then list my UserLists, it is returned with the type "UserList" and the only relevant data is the name of the list.  It is set to read only.

Has anyone been able to accomplish what I'm trying to do?
