Update Max CPC for specific search Keywords

I have a Enhanced CPC campaign where the Max CPC setup for a number of the keywords is below the first page bid minimum.

If there a library (I use python) that I can use to identify these keywords and update the max CPC to meet the first page bid minimum.

Below is an example screen. I would like to programmatically update the max CPC for those keywords where first page bid is below $ 0.25
