Thanks for getting back to us.
As per checking on the screenshot provided, I can see that you're using the Google Ads scripts. That said, we suggest that you raise your Ads Scripts related concern to this forum channel instead.
As for your question (Does Ads API (REST) doesn't have this limit on its payload?), as discussed on this guide, the Google Ads API enforces limits on API operations.
