I need protobuf PHP 7.4 .dll file

Hello Guys,

I am trying to find protobuf .DLL file for PHP >= 7.4.

When I fire composer install OR composer update
It's getting me protobuf not found error n installation. 

Can you please give me guidance how can I get protobuf DLL for for PHP >= 7.4.

Reason is I need  'metrics.video_quartile_p25_rate' this key value from metrics.

To install the correct protobuf.DLL, you must first install protobuf 3.21. 1 file. This supports newer PHP > = 7.4. There are two implementations available:

• C: Makes use of the Protobuf PHP extension, which improves performance.
• PHP: Uses the easier-to-implement Google/Protobuf PHP package.
