Account suspension due to unpaid balance

Hello,
It would be helpful to find out if anybody ever had this situation: 
- account just created, after one week launched some ads and once they were in review process receiving the following alert "Account suspended due to unpaid balance". I would like to mention i don't have any debt and I didn't have the occasion to have anything to pay, as ads didn't run yet.
- every time I do an appeal, the answer is the same "Policy violation" and the account remain suspended,

Please help if this is familiar with any of your cases.
