Google AdSense Management API, The caller does not have permission

I searched for this but couldn't find a solution. I WORK WITH PHP.

If you haven't yet, logging can be enabled by navigating to the Client libraries > Your client library (ex. PHP) > Logging documentation, which you can access from this link.

I couldn't use the logging API.
I have defined adsense scopes for this api. I am trying to get Adsense data by logging in with Adsense account itself. It seems silly to me that there is a permission problem here because I am logging in from an account that can already be seen in the adsense panel. What would be the most likely cause?
