5 Most Specific Location, with the higher number of clicks

I am working on Geo Performance Report, to get the 5 Most Specific Location at campaign level, with the higher number of clicks.
I compare the result from the API, with the result shown in the MCC for the Most Specific Location. MCC shows different location from API. 
Are all the location shown in MCC, available in API?
This link 
shows all the available location in API. And as I verified not all the location displayed in Most Specific Location in MCC are available.
Then my question is how does the API group the clicks based on Most Specific Location, when not all the location are available?

HI,

Could you run the Geo Performance Report using the predicate "IsTargetingLocation IN [true,false]"? By default, this report only includes rows where "IsTargetingLocation = true".

If the data from the API doesn't match the result shown in the MCC, then please provide me privately the clientCustomerId for Geo Performance Report and the report request definition, and I'll take a look at what's going wrong. Just click Reply privately to author in the forum when responding.

Let me rephrase my question: for an account I want to get the clicks by most specific location at campaign level. What do I need to use to get the information form number three below.

Hello,

You can query for MostSpecificCriteriaId, Clicks and Impressions from Geo Performance Report with the predicate "IsTargetingLocation IN [true, false]". 
The MostSpecificCriteriaId gives the most specific Location criterion associated with the impression. You can use LocationCriterionService to lookup the corresponding name and other information.
