Ideally, the field target_cpa is used for bid strategy that sets bids to help get as many conversions as possible at the target cost-per-acquisition (CPA) you specify. However, you mentioned that this field also does not return the target bidding value. So to do further checks, kindly provide the complete API logs (request and response with request-id and request header) generated at your end where you are observing no bidding value in the API response so that we can check from our end and get back to you. Also note that you provided the cropped screenshot, so kindly provide the uncropped UI screenshot of the target CPA value that you are trying to retrieve via the Ads API.
Kindly note that you have to enable logging if you are using a client library. You can refer to the guides Java, .Net, PHP, Python, Ruby or Perl to enable logging at your end. For REST interface requests, you can enable logging via the curl command by using the -i flag.
