I would recommend that you continue to send follow ups to their team instead, to clarify the status and reasons for delay in the approval of your developer token.

Hi,
I found that usually compliance team are pretty responsive.I recommend double-checking the email that was put in API Center as the contact email. It's also important to check Spam folder. They often have follow-up questions before they can proceed.
Did you reach out on the form ( https://services.google.com/fb/forms/apicontact/) by selecting the option
'I'm waiting to hear back about my API application! Help!'? The reason I am asking is the attached screenshot in your latest response doesn't looks like related to compliance team form. What is Outbrain API?
