Location Bid Adjustments - Possible?

Is it possible to set bid adjustments per enabled location?

I can't find it anywhere in the docs.

The AdGroupBidModifier with criterion as Location could be used. Check out our AdGroupBidModifier for more details.

I am using google ads api. I cannot find anyway to increase and decrease BID of Campaign location criterion.
