Adwords UI bid modifiers and Adwords API bid modifiers do not match up

Reposting from a new thread at the request of a moderator

We are currently using the adwords API. What I am getting from the API doesn't match the information in the Adwords UI. for example: In the UI the field "Bid-adj." the numbers are presented in a range of -100% to 900% whereas the Adwords API field "BidModifier" (display name of "Bid-adj." only reflects a range of 0%-100%. Also, even the positive percentages, don't match between UI and adwords API.
