Changing billing settings via API ends in endless "under review"

We changed billingAccountId for an account more than 10 hours ago and the change is still "pending review", Client ID: 189-180-7659
We had 600 errors like this for the current month.

Hi, did you change it via APIs? I'm looking for a way to do that.
Aprreciate if you can say how did you do it since from my call with Google, you can't change via APIs the Billing account ID.

Here is a budget we booked on 2015-03-02 15:50:06. Even 10 days later it's not approved and we can't use it.

Hi,

Sorry for the delay. I've opened an issue with the billing team to investigate why that order is still stuck in the PENDING state. I'll post back here as soon as I have an update from them.

Note that I found that the order line you mentioned was actually under a different customer ID: 748-403-7279.
