I‘ve read the document “Conversation management”，it only showed importing third-party app analytics or Firebase conversions but not GA goals.So I want to confirm whether the api can do it.

It appears that importing Google Analytics conversion goals to Google Ads is currently not supported in the Google Ads API. With this, could you provide the details on how to do it in the UI or related documents about it so that I can raise a feature request to my team?
