After reviewing your concern, I understand that you are getting the ‘NAME_ALREADY_USED’ error. This error indicates that this name is already being used for another user list for the account. Could you please provide us with the customer ID of the Google Ads account? So that we can debug your issue further. 

Optionally suggesting you to use a unique user_list name. I would request you to configure logging in the Python client library if not configured yet. You may refer to this link to configure logging in the Python client library.

Resolved - for posterity from the Google team:

"We have an update. Kindly note that once a user list name is created it cannot be reused, even if the list with that name is deleted. The API is designed in such a way and it's working as expected. So, I would suggest you to use the unique user list name while creating. Also, you can filter for appropriate user_list status while retrieving the data."

I m also getting the same issue where using PHP library i m removing a userlist it is removed successfully but i m not able to create a new with same name, but from UI of google if i perform the same operation it allow me to do so why???

Kindly note that once a user list name is created it cannot be reused, even if the list with that name is deleted. In order to assist further on your query, please  provide us with the uncropped UI screenshot where you have created a same user list through UI with visibility of the customer ID.
