Thank you for reaching out to Google Ads API Support.

With regards to your concern, you can Obtain Your Developer Token for production by following the procedure:

• Step 1: Select or create a Google Ads manager account
• Step 2: Apply for access to the Google Ads API
• Step 3: Continue your application

In addition, please note of the following:

• Use the developer token of your production manager account when making requests against the test manager account. Even if it's not approved yet, the token will still work on test accounts, including the ones just created.
• Once you complete the signup process, the developer token shows up in your API Center with a Pending Approval status. Your developer token now has a Test access level, and you can start developing immediately by making calls against test accounts. Learn more by clicking the link below.

Furthermore, you can refer to this guide for generating a refresh token using the client library. And the OAuth 2.0 Playground to generate refresh token and access token using REST. This Youtube video is very useful in understanding the process. For more information, you may refer to this page.
