Account Suspension / Suspicious payment

Hi. Has anyone had this issue?  "Your account is suspendedWe've detected suspicious payments in your account."

I uploaded a lot of campaigns a few days ago, posted from editor to adwords and then gog this message.   I appealed, and the response I got was boilerplate language saying what the policy was.  BUT, there was nothing specific about WHAT I've done to get my account suspended or what the remedy is. I called google and it immediately gives me a "your account has been suspended" message and it then hangs up.  I'm literally at a dead end.  

I was thinking I'd create a new account with a different email address, but I assume google will know that it's still me.  

Any thoughts / suggestions to remedy would be most appreciated.
