all keywords come up "inactive - raise bid to $5.00" but only when we use the Google API

We set up a campaign using the API and all the keywords are "inactive
for search - increase quality or bid $5.00 to activate."

When I add the same keywords manually, they are fine for far lower bids
than $5.00.

I think that Google is somehow mis-estimating the ROI on any keywords
we enter using the API, and therefore defaults to "<0.1 clicks per day,
$5.00 minimum bid".

How do we fix this? Thanks!

I think this happens when you add keywords to a new adgroup that
doesn't have creatives.
Try adding the creatives first and then the keywords.

When you add the keywords through the web interface you have to have at
least 1 creative as the wizard takes through that screen first.
