Adding/Removing/Adding locations

Hi!

What will happen if I constantly add-remove-then add again locations (zipcodes) in the campaign? Will I run into targeting criteria limit at some point or removing location decreases that number?

Yes, removed items do not count towards the account limits. You may check out this article about the account limits and to this page for AdWords API system limits.
