Are there any information on how often the list for geo target constants of postal codes update?

The more equipped team to provide guidance regarding this question would be the Google Ads Product Support team, which you can reach out to via this link.
In the API's perspective, the geo_target_constant (and geo targets csv) will just automatically pull or provide the updated postal codes. I hope this helps.
