GeoTargeting For Campaign

While Creating a Campaign using Google Adwords API , the Geotargeting
field of the campaign object can target either only cities , or
counties or regions . If I am trying to target all it gives input
validation failed error . Is there any way to target all the
three ? .
The same is the limitation while updating a campaign . If
a campaign is already having the geotargeting set to countries . I am
not able to update it back if I want to change the geotargeting

I think its pretty obvious why you can't target both countries and
cities. Which should match first?
