encoding Rules in RuleBasedUserList

Hi, 

When creating RuleBasedUserList with a StringRuleItem, do I need to encode the value of the rule item or to make sure it has a valid format?

Do I need to make sure for example It only contains valid characters or to follow these formatting standards https://support.google.com/google-ads/answer/7280698?
