Conversion data calculation

1. How the number of conversions is calculated for a campaign?

When a campaign is set up using campaign specific goal with conversion actions, the total number of conversions shown in the campaign dashboard is not matching with the conversions in conversion action dashboard (Tools & Settings -> Measurement -> Conversions). Why? The campaign dashboard conversions is too high

2. Budget Vs spent

Daily budget of a campaign = X

Spent in a day = 6 times of X

What is the upper limit of spent per day. Why it is 6 times or when it can reach 6 times of budget amount? How to control this?
