label id uniqueness

Hi,

The "Working with Objects" (https://developers.google.com/adwords/api/docs/guides/working-with-objects) page doesn't mention Label Ids, which isn't surprising, as they were added relatively recently to the API. Are these ids unique globally, or just within an account?

At least in the german documentation this still has not been documented yet.
