I am not able to create the lead form on google display, getting error:

Customer is not allowlisted for accessing this feature

But the documentation says this feature is available for google display as well only for video campagin beta version is available, they why I am not able to create the campaign.

As mentioned on the screenshot that you've provided, for you to get access to the lead forms, you need to reach out to your Google Representative. Therefore, you may reach out to your Google Representative or account manager for your account to be able to create lead forms.
