Location Type of policy_topic_entries

Hi,

I want to confirm that whether these three fields must be the geo_target_constant  at country level or it could be at state/city/others level?

policy_topic_entries[].constraints[].country_constraint_list.countries[].country_criterion

policy_topic_entries[].constraints[].certificate_missing_in_country_list.countries[].country_criterion

policy_topic_entries[].constraints[].certificate_domain_mismatch_in_country_list.countries[].country_criterion

Thanks for you response. Does that mean it is impossible that:  an ad/adextension violate policy in a state  but is  legal for other states of that country?
