Customer list size is getting reduced

I have created a Customer list audience in AdWords using the APIs. My audience Membership is set to "No expiration". But I can see that audience size is being reduced(PFA screenshot). I expect that if audience membership is set to No expiration then its size should not reduced. 

Could you pleas help to identify the issue or I am missing something ?

Thanks for reaching out. Can you please reply privately with the customer ID? Can you also confirm if you set the list to 'No expiration' via the API (setting the membershipLifeSpan value to 10000)?

Thank you for getting back to us and for sharing your CID. I work with Matt and allow me to assist you this time.

Since you've confirmed that you're setting the membershipLifeSpan to 10000, this list shouldn't expire. However, according to this guide (Customer Match considerations), for privacy purposes, the user list size will show as zero until the list has at least 1,000 members. After that, the size will be rounded to the two most significant digits.

To also better check this on our end, it would be best if you can provide us privately (via Reply privately to author option) the complete SOAP logs (request along with the requestId and response) that were generated when you uploaded the audiences.
