Do I need an MCC account to make API requests?

All of the Adwords client libraries I've seen have a developer_token configuration setting.

Do I need an MCC account to get a developer_token to make API requests using the OAuth web flow? Is the developer_token required to make API requests (such as for Reporting) where the user has granted permission through the OAuth web flow and adwords scope?

Hi,

Yes, you will be required to sign up for a MCC in order to acquire a developerToken that you can then request basic access by filling up and submitting this application form. Every AdWords API request whether through the installed app or web flow will require a developerToken and the appropriate OAuth2 credentials.
