Ok so if the billing unit for us dollars is $1 USD = 100 cents and the
bid amount
is expressed in micro currency units where $1 USD = 1,000,000 microns
then
setting $0.04 USD to maxcpc should work because 1,000,000 * 0.04 =
40,000 microns
which is multiple of the billing unit ( i.e. no remainder when divided
), however every
time I set it to a value lower then 0.05 I get errors back from the
service.

Maybe I am missing something here, can anyone care to shed more light
on this ?

That is because the minimum of Max CPC in the US is 5 cents. You cannot
bid below that. BTW sounded funny to say minimum of maximum CPC :)

Yeah, I realize that is the threshold however it's against what's
mentioned in the
API reference. Maybe it should be clarified. The API states that maxcpc
amount must
be a multiple of the billing unit for the relevant currency.

This is not a limitation only of the API, but is present in the main
Adwords Site also. You cannot have a Max CPC below the minimum of 5
cents.

Yes, this is how I found about the limit. My point is that developers
should update their API reference to correctly state what the limits
are. I would assume other currencies also have different limits that
dont relate to multiple of billing unit for the relevant curency.

That's the limit of the current US offering. Internationalization was,
most likely, the point of using the micron system. The programming
documentation is correct, you need to check restrictions of the actual
application as well. If Google decides to change the minimum or
maximum bid($100 by the way) they shouldn't have to change the API
documentation.
