Cannot create Location group inside Performance max campaign

Hi, I have 1 campaign type Performance Max in Adwords.

Now I want to create edit Store Location to that campaign.

When I choose to create a new location group, select some locations, click Save, one message comes: Could not find the entity.

1. Can you find out the reason of that message?

2. What is API documentation to get/create/edit location groups?

Moving forward to the second question, you can refer to this document as it discusses how to manage a location group. The provided document is for creating a location group but you can change the operation into update FeedItemSetOperation. You can get its information using the feed_item_set.
