Google Ads api not suggesting keywords in the language specified

Hey, I am working on the planning keywords. I am providing the language id of Thailand which is "1044"  for Thai language. But the response is still in english.
Below is the request that i am sending to the api

Is it true that I have to provide the keyword_seed in Thai language to generate Thai keywrods
