Help me get quality leads from Adword please

Hi folks i need some guidance in google adword. From last 6months we are spending good amount on it ( through an agency) we getting daily leads also but the quality of the leads is low. I mean even spending good, we have not converted more than 5 leads in these 6 months. Since we are not expert, we following keywords, Budgets as told by our agency. Need some help
