Adwords API Billing, where is it?

I have a question regarding the Adwords API. I have been granted access for basic access. It states in order to use Adwords API, i must enter billing information. 

What is not clear to me, is it billing under my MCC acount or billing inside an adwords account i want to use the API for? I do not have the option under MMC, i only see Billing Summary and no Billing Preferences

As far as i know, the Adwords API is always associated with a Merchant centre account. Is the billing tied to the MCC or it must be tied to an account i manage?

Hello,

We are working to remove the billing requirement now. If you don't see the "Billing preferences" under the MCC, you don't have to set up the billing.

Please note you still need to accept AdWords API Terms and Conditions.
