non gmail/google users access to adwords api

Dear 

Google adwords provides a way for inviting non gmail/google users to use google ads account.

Same way can a non (gmail/googleworkspace/gsuite user) like a yahoo user,  authenticate oauth to get access to google adwords api.

we checked with oauth where it is mentioned as any google account is required for ouath consent.

If there is any other way please let us know?
