With regard to your concern, you may try to use Customer Match and check the sample code on this documentation guide (https://developers.google.com/google-ads/api/docs/remarketing/audience-types/customer-match) to add members in the audience list. Then for removing, you may refer to this section (https://developers.google.com/google-ads/api/docs/remarketing/audience-types/customer-match#remove_data_from_a_customer_match_audience_list) to remove data from a Customer Match audience list.
