How many locations per campaign are allowed in Google Ads?

I am getting this error message when trying to upload 400 locations via Editor.

  Error code: MUTATE_ERROR_ENTITY_COUNT_EXCEEDS_LIMIT
  Customer Id:  
  Trigger: PROXIMITIES_PER_CAMPAIGN
  Editor help text: "Limit exceeded."
  Entities affected:
    Type: Location (Targeting)

By reviewing your concern, I understand that you are encountering a 'MUTATE_ERROR_ENTITY_COUNT_EXCEEDS_LIMIT' error. Could you please confirm whether you are getting the error while using the Google Ads API or Google Ads Editor? If the error is from the Google Ads API, kindly provide us with the complete API logs (request and response with request-id and request header) generated at your end.

If you are using a client library and haven't enabled the logging yet, I would request you to enable logging for the specific client library that you are using. You can refer to the guides Java, .Net, PHP, Python, Ruby or Perl to enable logging at your end. For REST interface requests, you can enable logging via the curl command by using the -i flag.
