Still waiting for Standard Access after more than a week

I'm still waiting for Standard Access after more than a week after filling out this application. I've checked spam folders too.

It's really, really slow to add 14,000 keywords with such a low limit of 10,000 (each keyword requires four operations).

Still no Standard Access after 2-3 weeks. Can't modify 14k keywords! Is this not Google's bread & butter? Why are they dropping the ball?
