QuotaCheckError.INCOMPLETE_SIGNUP with test account

I am using:

Your developer MCCID: 398-201-7806 
Your new test account Customer ID: 614-796-4183 

As I recievied an email that my account is a test account, but I still recieve this error.

QuotaCheckError.INCOMPLETE_SIGNUP

I have fullfilled billing and is "pending"

Please make sure you have accepted the terms&conditions for the API. 

If it doesn't solve the situation, please let me know.

FYI : As in this blog post, now you can add test account by yourself.
