oAuth Consent Screen + GoogleAdsApi without any cloud at all

Hi there,

as it feels like beeing directed from on support to another i hope to find any help here.

I am using google Ads API with one account only and no other google-account can log in to that tool in any way. Also it is not publicly visible and not running on google-cloud but just in a private vpn - as you might understand there is no app that can be verified as no one can access it. In fact - there also is no way a consent screen can be presented to anyone.

Anyway, as it is crucial that my app functions are not interrupted i have a couple of questions:

1. Do I have to fill out that consent-screen-form at all?
2. Can there be any interruption of service if I start that app-verification?

Hi there,

When you say that your app isn't running on Google Cloud, I am assuming that it's a desktop app. When you say there also is no way a consent screen can be presented to anyone, you must have consented already if you are able to use your setup.

This situation you are describing fits into an exemption for personal use:
 
Personal Use: The app is not shared with anyone else or will be used by fewer than 100 users (all of whom are known personally to you). Note that your app will be subject to the unverified app screen and the 100-user cap will be in effect.

Note that in Google Cloud Platform Console Help's  Unverified apps guide it states under Upcoming Policy Enforcement Notice:

Google is continuously re-evaluating the risk associated with user data access, and may upgrade the risk of certain data types and scopes to sensitive or restricted. When this happens, apps using such scopes may become unverified, but will be given a grace period to go through verification before the unverified app screen and user cap are applied to them. If your app is impacted, you will receive email notifications about the verification deadline. A warning message will be displayed on the consent screen in order to prepare your users for potential loss of functionality if your app is unverified and it is close to the deadline. If your app remains unverified, the unverified app screen will be displayed before the consent screen, and your app will be limited to 100 new users until it is verified.

There are no extra steps listed for your use case.

The app verification process can take anywhere from 3 to 5 business days for sensitive scopes.
