With regard to your concern, currently Google Ads API does not support Automated Rule. However, our team has already raised a feature request for this so that it will become available in the future. Please note that this will be a subject for review and what we can do is to advise you to keep an eye on the blog post for the updates and release notes  feature releases.

Alternatively, you can replicate Automated Rules functionality using Scripts, see here for an example. You can also manage this via the UI. Let me know if you have further questions.
