RetryCount & RateExceededError handling - use both or is RetryCount enough?

Hi,

I'm using the .NET client library (v22.1.1) and I noticed that there is a RetryCount option in app.config. According to the documentation on the Wiki, the RetryCount option takes care of RateExceededError. Is it still necessary to implement error handling for RateExceededError as shown here? Thank you in advance!
