Discrepancy in Google Adwords reach and the total reach from Geotargeting API

Is there anyone who can explain this to me?

I'm trying to create a formula to target X% of Adwords reach in a given state, radius, or country. So we'll take US for example. The reach for the US in Adwords is 185,000,000. However, when I downloaded the list of actual geographic target options from https://developers.google.com/adwords/api/docs/appendix/geotargeting and filter so there are only cities, find the reach for each individual city, then sum the total reach for all cities in the US, the discrepancy is crazy. It's 897,801,000 for the total reach of Adwords when the reach of every city is summed. I'm trying to understand what the reason for this is.
