Unable to create multiple extensions of same type with adwords api

Hi team,
I was trying to add multiple extensions(ex. callout extensions) of the same type to campaign but adwords api is throwing DistinctError.DUPLICATE_ELEMENT even though text is different for each item.when i tried to create the extension with the same text that i have used in api in adwords test account it created successfully. Can you please help me out why am i facing the issue. FYI i am using adwords api , will attach the screenshot when extension is generated in adwords test account.
