LabelError.DUPLICATE_NAME although there is no such label

Hi,

we have accounts where we cannot create labels because of a DUPLICATE_NAME error although there is no label with the given name. To be precise - there is no _enabled_ label with the given name.

This error is reproducible both via API (v201705) and via Adwords UI.

We can provide multiple client customer ids for this scenario.

We are aware of the ongoing issue with the Labels in the AdWordsAPI and the AdWords Scripts. Please take a look at this forum post for more details. You can keep an eye on that thread for updates on the issue.
