Moving forward to your concern, upon checking on our end, the website is working fine. With this, could you please try it on your end and see if it is working already? Add to that, if in case that the website is not working on your end, you may try another device which is not connected on the same network to check if the website is working or not. If it is working, it is possible that the cause of this unavailable is network related.

In addition, from the Google Ads API perspective, you may use the geo_target_constant report to fetch the values of geo_targets.

I understand that you are having issues navigating through the Download CSV of geo targets. Unfortunately, upon checking again on our end, the website is working fine, the Latest .csv (2022-12-21) and Previous .csv (2022-09-14).

You may see the downloaded file from Google Ads API knowledge site that is publicly available and attached to this email for reference, if the issue still persists.

Furthermore, you may try the geo_target_constant report which was mentioned by my colleague, Sherwin, in this thread to fetch the values of geo_targets. Alternatively, you can also follow and use the Google Ads API Looking up geo constants.
