Must you be a google adwords developer with a min number of accounts to use the API.

In the google youtube videos the intro says that anyone can use the google adwords api but when you signup they will not approve you unless you are managing several other accounts other than your own... so what is its.. anyone can use the API or only developers with several accounts.
I am a programmer and familiar with basic API use... so its not like I am a beginner..  I am not specifically familiar with the google adwords API but I am sure I would be a quick learner having been exposed to other APIs.... currently I only have access to  my own adwords account...
