Get zero-metrics with FINAL_URL_REPORT

Hello.

Is it available to get all metrics from FINAL URL REPORT?

For example, I need to get URL's that do not have Impressions and Clicks, but report returns only URL's if they have non-zero Impressions or non-zero Clicks, is it?

If this use-case is unavailable for this report, can I get this data from another reports?
