Hi,
The two possibilities of the USER_PERMISSION_DENIED error:
1 ) You're trying to authenticate as a manager but did not specify that manager account ID in the login-customer-id header
2 ) The email you used to create the OAuth credentials does not have the required access in the target account
Please double check at your end and confirm.
