As per checking in our documentation, the Google Ads API lets you programmatically manage end-to-end billing workflows, from initial billing setup and account-level budget management, to customer invoice reconciliation. You can check here how to create new billing setups. Then, if you want to manage user access, you can check it here. If you're an administrator, you can get the list of users with access to an account by building a Google Ads Query Language statement to query all the CustomerUserAccess entities associated with a customer ID.

according to this doc https://support.google.com/google-ads/answer/9978556, billing role is available in UI. But there is no Billing access role in the api documentation? is it possible to set Billing access role via api?

I've seen that you also message to another thread that has the same concern on this thread. The team already raised a request with regard to this, but as my colleague mentioned, the team is currently reviewing the request, and there's nothing more concrete to tell you as of the moment.
